As I understand it, the only task is to make one Wi-Fi network. Since there is no repeater mode on TP-LINK, you can simply try to put the same network name and the same passwords on both routers. Everything should work.
If there are any problems, you can also try connecting the cable to the LAN port on the TL-WR740N, change the IP of the router, and disable the DHCP server on it.
