It can be seen that the Wi-Fi network is without a password, the smartphone connects perfectly, etc. But if you look at the second screenshot from a computer, you will notice that the IP address there is different from that on the smartphone. But this is one network, and it should not be so.
And yet, the main point, what is the problem specifically on the computer? You wrote that the computer does not connect to an unsecured network. But, after all, it is connected, since the program displays all the information on the network. So what's the problem on the PC? Have you tried connecting to the network not through the program, but through the standard Windows menu? Where available Wi-Fi networks are displayed. And does the computer work well with other networks?
Another moment: it's somehow strange that the smartphone does not see this open Wi-Fi network at all, and the computer has 80% of the signal.
