Why doesn't the TP-Link NC220 IP camera settings?

What I've done. I tried all the options:

1. connected the camera via a cable with latches (the other one does not fit) with a laptop.
2. tried the IPs recommended by you (indicated in the browser command line)
3. attempts were made with the power off and on.
4. the router was not started.
5. the laptop's internet connection was not disconnected.
6. I have not tried it through the emulator (not before).
7. tpCamera does not find a camera without a router (most likely it should be so) and, to be honest, I have not seen an IP camera in it with a router.

Now let's go through your points:

1. The camera can also be connected to a laptop with a network cable, directly. But this is optional. It is more correct to connect the camera to the same router to which the laptop is connected.
2. IP addresses must be entered in the address bar of the browser. Not in the search bar. I think you did.
3. When the power of the camera is off, you will never enter its settings.
4. If the connection is direct, then the router may be turned off.
5. If the router was turned off, then how the laptop was connected to the Internet.
6. Leave the emulator for later.
7. tpCamera will never see the TP-Link NC220 camera without a router. The camera and the phone on which you run tpCamera must be connected to the same router.

Everything is very simple there. The main thing is that the camera is connected to the router to which the laptop and smartphone are connected. You can install TP-LINK Camera Control software on your laptop. It will detect the camera and show its IP address on the network. Through which, in the browser, you can enter the control panel.
