What could be the problem that the speed is being cut down? MB in router and adapter?

Hello! In your case, I advise you to first understand the problem itself. Find the reason why the speed drops.
You write that everything seems to have started after the tariff change. I think it's a coincidence.
- First of all, we check the provider. We connect the Internet directly to the computer. No router. Well, or through a router, but by cable. Checking the speed (if anything, here's the instruction). If the result is 100 Mbps, or so, then the provider has nothing to do with it. If using a 20 Mbit / s cable, we present it to the provider Dom.ru. Like what kind of business. Correct.
- Let's say the speed is good via cable. This means that there are two options: either the router cuts the speed, or the adapter. Both can. In any case, you won't get 100 Mbit / s via Wi-Fi via D-Link DIR-300. But 20 is not enough. You need to check the speed over Wi-Fi from another device. Preferably from a phone, or a planet. If they also have a low speed, then I can only advise you to follow the recommendations from the article on how to increase the speed of the Internet over Wi-Fi. Perhaps it will be possible to raise it a little.
- If it turns out that on other devices the speed through the router is, in principle, normal (50 Mbps and higher), then something needs to be done with the adapter on the computer. Most likely to replace it. Or maybe there is a bad reception, and therefore the speed is cut so much. I would check right next to the router itself.
If nothing can be done, and the speed is still low, and you have a desire to replace the equipment, then you can take any router from those that you have listed. All options are good.
But it is better, of course, to take a model with support for the 5 GHz band and the 802.11ac standard. There you can get all 100 Mbit / s by "air". These are all the models you listed, except for ASUS RT-N56U.
As for the adapter, it must also support the 802.11ac standard. Well, take some with antennas for the best reception. Although, I don't know how things are going with your reception. Maybe a router near the computer itself.
Do not forget that the speed is also highly dependent on obstacles and interference (in the 5 GHz range there are practically none compared to 2.4 GHz). You also need to take into account the fact that in the 5 GHz range, the network coverage may be slightly less.
