Hello. After the router loses its internet connection, the Wi-Fi network should work (without internet access). This is normal.
The fact that the Internet disappears regardless of the load on the router and there is access to the web interface, most likely indicates that this problem does not appear from the load, overheating, hardware problem with the router, etc., but the connection is broken by the provider itself.
Perhaps the provider's equipment somehow detects that you are connecting more than one device to the Internet and simply breaks the connection. After a while (after several disconnections of the WAN cable), the blocking is removed and the Internet works again.
You probably understand that these are just my assumptions. Since the reason that the router loses its connection with the Internet provider can be anything. Moreover, you have such a greedy provider and a DD-WRT router with additional settings for changing TTL. I would advise you to change this provider if possible.
When the SYS LED is off, it is a system error. But this is on the original firmware from TP-Link (you can read more here). How the SYS indicator should work on TL-WR741ND with DD-WRT firmware installed, I unfortunately do not know.
