I bought an HDMI cable for a Samsung 4K TV. One laptop connected - ok, although the picture on the TV is not full screen. And the second, my laptop does not connect - it says "No signal".

I found in your article why there is no image on the TV from a computer (laptop) via HDMI cable. I went into advanced display options. And it seemed that it remained to put the same frequency and that's it.

But I can't, Windows 10 does not allow, writes that I do not have administrator rights.

Although not, I am my own administrator. Tell me how to solve the problem?

Hello. Yes, most likely the "No signal" error on the Samsung TV is really due to the fact that Windows 10 for this display connected via HDMI for some reason set the display refresh rate to 29 Hz. After setting 60 Hz in the display parameters, the image on the TV should appear.

To be honest, I have never seen the error "Failed to change the display settings in the control panel. You may not have administrator rights to change these settings."

I think you can try to run the command line as administrator (through the search), and open the display settings in it.

To open Display Options directly, run the desk.cpl command at a command prompt.

Next, try changing the refresh rate of the display (for Samsung TV) following the instructions (Advanced display settings). A link to the instruction added to your question.
