Hello. I have not yet encountered such a problem. According to the idea, if on two other computers this Samsung S8 + phone works in USB modem mode, then the reason is on the side of your new computer.

The first thing I would do would be to disable the antivirus, if any. Better yet, remove it altogether. The system is clean, but you can reset your network settings just in case. You never know, but suddenly it will help.

You wrote that you tried to register addresses manually. But it is not entirely clear what addresses and where exactly you registered. Connect your phone to another computer where everything works. Go to "Network Connections". Right click on the phone connection as a USB tethering and select "Status".

Then click on the "Details" button, and look there for the IP address, subnet mask and default gateway.

Then write these addresses in the properties of the connection via the phone (in the properties of IP version 4 (TCP / IPv4)) as a USB modem on the new computer. DNS can be registered 8.8.8.8 / 8.8.4.4. You can change the last digit in the IP address. Something like this:
