The router works fine, but the web interface is empty (graphics are in place, but all labels and links are gone). I tried to reflash via Failsafe UI, as a result, the firmware was updated, the graphic design of the web interface and the version number at the top of the page changed, but again there is no text and links!

I myself have never encountered such a problem, and I have never heard of this. But it seems to me that the problem may not be in the D-Link DIR-615. Have you tried accessing the router settings from another device, or at least a browser? Perhaps this cache was saved in the browser, the router settings are not displayed, the web interface page is empty.
It's strange that the D-Link DIR-615 firmware didn't help. If the problem was in the router, it seems to me that everything would work. Try accessing the web interface from a different device. At least from a mobile device.
