Hello Sergey! Created a virtual network for distributing WiFi via com. line, everything is in order, configured, the network starts up, there is an Internet connection. Problem: after each shutdown and startup of the laptop (I start the network as instructed through the com.line, the virtual network appears but without access to the Internet), you have to go to the Network and Sharing Center, go to the properties of the main Internet (3g to which we connect) checkboxes stand everywhere (the created virtual network is registered) further: uncheck the box from (Allow other users, etc., click ok, the sign comes out, click ok, the window closes, then we go back to the properties, put the access tick in place, select the virtual network, press ok, ok again, that's it, access to the Internet via a virtual network with WiFi distribution appeared. Hello. I think this is due to the nature of your internet connection. Although, when I set it up, the general access did not seem to fly off, and everything worked. In any case, there is probably nothing to do there.

Try launching Wi-Fi sharing over a mobile hotspot.

Just one moment, if you connect to the Internet through a program that was installed with a 3g / 4g modem, then the mobile hot spot may not work, wrote about it here. In this case, you just need to configure the connection through the system. As I wrote in the article on setting up the Internet in Windows 10. That would be an active "Cellular".
