Did you uninstall Avast antivirus through "Uninstall and change programs"?
- Reset network settings again. In a command line running as administrator, run the commands from the article at the link above. Reboot your computer.
- Then go to "Network Connections", right-click on the adapter through which you have an Internet connection (I don't know if you have Wi-Fi, or by cable) and select "Properties". Look in the list to see if there are any components related to Avast antivirus.
