I am interested in options for how to power the router from the PC power supply, instead of the standard one from the 220V outlet. TP-LINK TL-WR941ND Router requires 9V - 0.6A power

Purpose of the venture: Windows on a schedule pings the network for the presence of the Internet, if there is no Internet (the router is frozen) - Windows rebooot (via a .bat file) occurs. Accordingly, if the router is powered by a PC, then the router goes into rebooot along with Windows.

I think this is real, but very difficult. There are also many nuances. For example, does the power supply turn off when the computer restarts. Will the router be in time to shut down, etc. I also think that the router will not work stably. This technique is very sensitive to nutrition. We'll have to make a converter that will produce strictly 9V - 0.6A. As is the power adapter of the router.

I can't tell you about the automatic restart of the router using a script on the PC. No experience with this. And I'm not a programmer. I think a lot still depends on the firmware of the router. Read, maybe on OpenWRT firmware, or DD-WRT it is easier to do it using a script. For example, on request "DD WRT reboot script" - there is information.

Another option is to buy a special outlet. There is one called ResetPlug. I wrote about her here. The router connects through this outlet, it pings the connection. If there is no access to the Internet, the router restarts. It seems to be on sale already. True, the price is not small. You need to search on Chinese online stores, maybe there are already analogues for inexpensive. The joke is actually very simple and useful in many cases.
