In your case, the reason could be anything. You have not written how you have an Internet connection to your computer. Directly from the provider, or through a router / modem. If via a router, is the Internet stable on other devices.
If the cable is connected directly to the PC from the Internet provider, then it is possible that the problem is on the side of the provider. With this question, you can contact the provider's support.

You probably meant the network card. Yes, there may be a problem with the network card. But there is no guarantee that the Internet will work stably after replacing the network card.
