I think you need to get a regular modem from the operator who is best at picking up your home. Next, for this modem, select a regular, stationary router. Not some small, mobile router, but an ordinary router. There is only one problem here. Routers, even those that can distribute the Internet from 3G / 4G modems, are not able to work with all models of modems. You might find this article useful. Further, I think that the router can be placed right behind the wall where the first camera is installed. That is, the camera is outside, the router is in the house right behind the wall. As close to the camera as possible. The first camera should definitely pick up the signal through one wall. And if there are 20 meters of open space between the cameras, then the second camera will be able to connect to the Wi-Fi network. Since the Internet is not wired, but via a 3G / 4G modem, it is not a problem to install the router in the right place.
However, the Internet via USB modem is not the best solution for video surveillance. For the reason that it is not very stable.
