To begin with, I recommend doing a factory reset again according to the instructions and making sure that the reset has occurred. Has the name of the Wi-Fi network changed to the factory name (SSID is indicated on the bottom of the router)?
Did you buy TP-Link WR740N yourself, or was it provided by your provider? The sticker on the bottom of the WR740N shows the username / password: admin / admin? It happens that a router with the provider's firmware installed, and by default a different username / password is used there. You can check this information with the provider's support.
Try to access the settings of your TP-Link router through a different browser. Better yet, through another device.
