For example, it is not clear what the Wi-Fi status is immediately after turning on the laptop (which icon looks like), I also don’t know which version of Windows you have installed, to advise something in more detail.

It's strange, of course, that the laptop sees Wi-Fi networks only after a reboot. I think you should try updating your wireless adapter driver first. Download from the manufacturer's website for your laptop model and Windows, and install. You can see the example of updating the driver in Windows 7.
