If, on automatic DNS acquisition, the Internet via the D-Link DIR-300 router does not work on all devices, then it is possible that the problem is on the side of the provider. And first you need to exclude this particular option. You can connect the Internet directly to your computer, set up a high-speed connection, and check how it will work. As for the "dns_probe_finished_bad_config" error on Android, you can also change DNS addresses there in the properties of your Wi-Fi network.

You first wrote about the problem with DNS, and in the second part of your question you are already writing that the connection "l2tp_eth2.2_0" on the DIR-300 router is broken. I see no connection between these problems.

If after resetting the settings on the D-Link DIR-300 you cannot reconfigure the L2TP connection, then most likely you are incorrectly setting some parameters that your Internet provider gave you. Well, again, you need to eliminate the problem on the provider's side.

You do not need to go to 192.168.0.1. The address of your D-Link DIR-300 router is 192.168.1.1.
