Never asked this question. Will there be a local network between the computer and a mobile device that is connected via a hotspot. You can also try. You write that it was not possible to configure. As I understand it, the explorer installed on the ES phone did not find your computer on the local network. You may have configured something wrong.
1 On your computer, temporarily disable the antivirus. Completely, or a firewall built into it. Typically, it blocks such connections. You can also try disabling the built-in firewall in Windows 10.2 Also, on your computer, enable network discovery and file and folder sharing (then you can open the shared access to the required folder).
