The guys will fall off the chair right now. In short. I connect to Wi-Fi from a laptop on Windows 10, 64 bits. The network works. No icons ..... but only from the BATTERY. As soon as I insert the power plug = all akhtung everything freezes and stalls. Torrent downloads drop to 0, despite the fact that the speed was 10 mb s. Not one page of the Internet opens. I pull out the plug (switch to the battery) = everything flies like it did.

Answer

You have an interesting case. Usually, on the contrary, when powered from a network, Wi-Fi works stably, but the battery starts to disappear, turns off, etc.

You, of course, interestingly described your question (if it is a question), but did not write anything specific about the problem.

  1. When did it appear? Did everything work fine before?
  2. What is the WI-FI connection status after connecting the power adapter to the laptop? Does it change somehow?
  3. Does everything start working right after disconnecting power from the laptop? Or rebooting?

You need to check your power plan settings when using the power adapter (wall outlet). And prohibit turning off the Wi-Fi adapter. I wrote about this in detail in the article Configuring the power supply of the wireless network adapter.
