I checked that I really can't turn off the "Ethernet" connection with a shortcut on Windows 10. Yes, and with a wireless connection, the same story. You can turn it on, but not turn it off.
But I seem to have found a solution. I just opened the "Network Connections", and dragged the desired adapter to the desktop. And this shortcut worked fine. The internet connection could be turned on and off.
And if you right-click on it and select "Create shortcut", it does not work.
