Will there be an increase in speed for the Xiaomi Mi Box Smart TV set-top box after installing the Xiaomi Mi WiFi Router 4 (as I understand, you had to introduce this particular router) - I cannot say. Everything is very individual. But I don't think that makes sense. Putting a second router from Xiaomi in order to connect Mi Box at 5 GHz is such a solution.

Better to connect the set-top box to the 2.4 GHz network distributed by TP-LINK TD-W8960N and see how everything works. As for your specific question: Mi WiFi Router can be connected via cable to TP-LINK TD-W8960N. It can be configured in two modes:
