I understand correctly, you want to use this ADSL modem like a normal router, connecting the Internet to it via a network cable (RJ-45)? Since there is no RJ-45 WAN port, but only RJ-11, you want to use the LAN port instead of the WAN.
I'm not familiar with the TP-LINK TD-W8961ND modem, I didn't have to configure it. But, I have looked now on the official site of the control panel (settings simulator), and there seems to be such a possibility.
By running the "Quick Setup" modem, you will be able to select "Ethernet WAN For Ethernet (RJ45) Service".
And then, you can already set the parameters for connecting to the provider. It says that LAN port 4 will act as a WAN port.
I haven't tested it myself. But I think everything should work.
