By the way, the PC works only if you assign it the subnet address of the main router (in general, they are both of the same subnet) and specify it as a gateway, I think that you can do this by wifi, the trouble is that on android, as I understand it, you cannot write an ipishku. From here and the question, when connecting the lan-lan type, in general, you can distribute the Internet via wifi, if so how? Yes, and the dchp server has to be turned on, otherwise the device does not get an ipish on the android.

It's just that the modem does not have an RJ-45 WAN port (again, I don’t know which modem you have). And it turns out that you are connecting from LAN to LAN. This second modem must be in AP mode. I described something similar here. Look in the modem settings, maybe there is such an operating mode as an Access Point.

Yeah, I almost forgot. On Android, you can manually register IP settings. But I don’t think this is a solution.
